Motor problem help

Well we just got back from a bit of a fishing trip and well when we got the boat in the water the boat refused to go into reverse. I did some investigating and well there are two bolts in the mid section of the motor to the part that attaches to the boat (sorry not very good terminology here) Anyways I was wondering if any of you knew how to fix this? is it a big job ? or would it be better to send it to a mechanic shop? Its a 1995 Johnson 15hp. Any help would be appreciated!

the bolts snapped off is what i meant to say...and was curious how to replace them.

If you've got enough room you can drill the bolts and try and remove them with a screw extractor.
