Actually it is used for surf casting on the beach along the East Coast of the US. Reason being is that you need to have something secure other than sand and you are allowed multiple rods. The reason for the front bumper is because you keep you back wheels on firmer ground and there is more power in reverse if you start to bog down.

The first time I was in the Outer Banks on North Carolina in the fall I was like WTF! seeing 8 or 10 rods across the fronts of pickups driving around town. Then when I saw them on the beach I found out why.
