I've clocked one at 20 mph, but there is always the chance he was holding back and might have hit 25 if the mood hit him...
Went with 20...

There is no real definitive answer to that question. I personnally believe they can move much faster than any of the posted anwsers, ever have one suddenly appear at boatside coming from seemingly nowear.
There was a study conducted in either MH or ESOX angler on this issue. The fastest fish in freshwater was the steelie, and rightfully so I've had to chase a few downstream, but even going upstream this report stated they could move at over 70mph

The muskie was a close second with a burst speed of 60mph
My guess 50mph

I'm just guessing, but I'll go with the max.

Easily 25+...No question. There have been times that I have had to grab the back of someone's pants so they did not get dragged in, in damn cold water, because one decided to run at the last minute. Anybody that has caught one with size knows that they have enough power and speed to catch you off guard in a big way....that's why they are so fun to catch, and then release !

This reminds me of my first and biggest Musky. Caught me totally off guard. I had the drag set tight for a strong hookset and did not lower it right away. The Musky was still stripping line out and pulling me HARD.
What a rush ! Thought I had a freight train at the other end of the line.
By the way, I'm voting for the max speed.
