Dead Bait

Is it legal to use dead bait from a grocery store(sardines, mackerel etc.) as bait in Ontario? I've read through the regs. but didn't see much on dead bait, and looked online but also haven't found anything solid one way or the other. Thanks

Many chinese grocery stores (T&T, Kowloon Market, etc.) carry frozen smelt that are actually from ontario. They work quite well as they are individually flash-frozen.
