Black Bay Question

I like fishing here from shore a lot, although the fishing isn't good. I've had the odd good day for bass, walleye, catfish and muskie (never seen a pike here), but mostly it seems "dead". Never really see any boats fishing within, they all seem to go to unseen locations.
Is it something in the water? Is it fished out?
Even ice fishing, one has to really work at getting the small perch and the walleyes are the most finicky I've seen. Even in the summer, you have to over finesse them to get one.
Maybe its time to invest in a boat.

Preferably with sonar. I would imagine there is lots of structure to pick apart.

With todays tech a dock can be equipped with a sonar... so can a Canoe and a kayak.

Fished it for the first time over the weekend. There were two spots we saw walleye guys either sitting on spots or doing a drift. I would say for a Saturday it wasn't very busy compared to the lower Ottawa where I normally fish. Probably 8 - 10 boats fishing through out the day.
BTW there's pike in there for sure as we caught a couple.

Statistically I should have caught one by now for the years I've fished it. Though I've caught 3 small muskies in one evening, which is strange in itself.

Just a fyi, this isn't about the Black Bay that is on the Petawawa River stretch, but rather the off shoot portion with the boat ramp.
