HI,

I am an Ontario resident. I normally don't fish in Ontario (its a preference, not prejudice). I hold a Quebec Non-Resident licence, and don't have an Ontario resident licence. I am planning to hit Petrie in the coming weekend and thought to check the regs to make 100% sure that I'm ok. Here's what the regs say:

Ontario-Quebec Boundary

Anglers may fish in the following waters with either an Ontario Resident Fishing Licence or a Quebec Resident Fishing Licence.



Clarice Lake (48°20’N., 79°32’W.)
Labyrinth Lake (48°14’N., 79°31’W.)
Raven Lake (48°03’N., 79°33’W.)
Lake Timiskaming (47°20’N., 79°30’W.)
Ottawa River (45°34’N., 74°23’W.)
Lake St. Francis (45°08’N., 74°25’W.) and the waters of the St. Lawrence River between the dam at the Robert H. Saunders Generating Station and the Ontario-Quebec boundary.

Am I right to say that I'm not covered? It clearly states a QBC resident licence or ONT resident licence, right? Where does a non-resident licence fall?

That is a good question, I would send the MNR an e-mail, to make sure but I think that you are right, you would not be covered with a non-resident. If you want to save the money just get a 3 day license.

I would think you're ok to fish any quebec waters (including border waters) with a Non-Resident license... double check i guess, but if it were me I wouldnt sweat it. Besides, if you are approached down at Petrie, just point the C.O. in the direction of the portly OPP officer surrounded by an over-limit of northern pike

You should be able to fish the same waters with your Quebec Non-Res. license as a Quebec Res. license.

That being said, it would be a good idea to call the Quebec MNR and get an official clarification.

I think you can used your Qc license if you enter the river from the Quebec side. But first make sure it is safe to cross to the Ont. side. But checking with the MNR would be the wise thing to do.

I have to agree that I think your ok fishing the Ottawa with a non-residence. All summer I was fishing with a couple guys from Quebec up near Deep River on the Ottawa and they told me they called about this and they were all set.

Actually I launched in Quebec but actually fished in Ontario. I was not allowed to bring live bait in the boat so headed down river to where we had a cottage on the Ontario side and picked up the live minnows. Now that's a crazy law if you ask me.

Let us know what the MNR says.

I just called the MNR to get this clarified. I spoke to one lade at the call center, asked her to transfer me to another person for a second opinion and, finally, spoke to a third person who was a CO.

The rule, as stated, requires that you have either a QBC or ONT resident licence. The reasoning behind this is that only residents of Ontario or Quebec are allowed the priveledge of fishing the border waters, and that a person holidng a non-resident licence is not necessarily a resident of either province.

Its good to have that confirmation. ...looks like I'll be picking up an ONT resident licence.

Makes sense explained that way. Another thing to keep in mind for border waters is that Quebec doesn't accept the Conservation license that is available to Ontario residents.

Is that right?

My wife gets a conservation license every year and I'd hate for her to get fined whilst we are out fishing on the mighty "O"!

This is what the Quebec regs say about border waters.

Holders of an Ontario sportfishing licence are treated the same as holders of a Québec sportfishing licence for the purposes of sportfishing in Zone 25.

Therefore a conservation license is not a sportfishing license. As per Quebec MNR.

But if your wife is fishing with you and if you have a non-resident Que. lice. she is allowed to fish under your license but you would have to share the possession limit.
