Boat Necessities

I have a 17.5' Legend with a 25Hp four stroke on the back. My question is according to law what must I have onboard?

Obviously a lifejacket per person, and I also know about whistle, bailer, rope, oar, and flashlight. I heard a marine fire extinguisher and anchor is also legally required. Is this true and is there anything I'm missing?
