First off it helps if you drill a hole in the ice and then try jigging ...Second just tip a jig head with a minnow, worm etc and start slow jigging...then try aggresive jigging until something bites. I would also reccomend you get some tip ups as they jig naturally by the wind. Location is a key as well. If you know the lay of the lake then set up where there is good structure etc and try anywhere from 4ft to 30ft...at least that is my suggestion. I do catch a lot in the winter but some guys on here do ice fishing as thier main style.
ice ice baby

jigging on ice
Instead of jigging "on" the ice............
Try drilling a hole first, then jigging'" trough" the ice.

I too like the buck shot spoons tipped with a minnow or at times just the head of a minnow, but jigs with minnows work aswell. Try tapping the jig on bottom a few times. Experiment with several different jigging techniques, you'll find that some work better at different times, lakes etc. Try using jigs/spoons that have realistic eyes on them, and after a bite when checking your minnow, make sure that it still has it's eyes, (try this and you'll see how often they're missing their eyes.
Good luck!
