Are you sure that 1% lead is the only requirement?
Read the quote again:
the Government is proposing a prohibition on the import, manufacture and sale of fishing sinkers and jigs that are less than 50 grams and contains more than 1 % lead by weight and that are less than 2 cm in length along its longest axis. The proposed lead content limit of 1% would also apply to other tackle, such as spinners, lures, spoons, etc., that attach to fishing line and that because of their small size could be swallowed by waterbirds
For sinkers and jigs, it's pretty clear that the requirements are:
1) Less than 50 grams
2) More than 1% lead by weight
3) less than 2cm along it's longest axis
And then for everything else, 1% limit applies, regardless of size? No, that makes absolutely no sense. It would mean that all tackle with 1% lead content or higher has been banned, except for jigs and sinkers that are more than 50 grams in weight, and have a length greater than 2cm. Clearly an exception wouldn't be made for big lead sinkers if everything with 1% lead content was banned, regardless of size.
My suspicion is that the OFAH noticed the less than precise wording and is using it to justity their cause.
