Fishing License Disabled ??

I plan on taking a friend of mine fishing on the Quebec side he is legally blind, my question is does he need to purchase a license or do they have a special license .

So that would be a No answer

You have to have a license in QUebec unless you are fishing the Ottawa river which is a shared zone.
