I thought he was suggesting that by having the Conservation License they couldn't target them (I was assuming they were going C&R . . . maybe that's a poor assumption). If they planned on keeping a fish, then I totally get where he's coming from.

I can't comment on the quality of Legend, as I've never owned one. What I would really suggest you do, is compare other 17-18 models from other brands.
