As soon as the ice is out I will be fishing locally for panfish however the first trip of the year is May 14th for walleye on Rice lake. I would go opening weekend however that is Mother's Day and my wife would probably shoot me if I went that weekend.

Its an interesting idea, I wouldnt have a problem with it however good luck gaining agreement from all interesting parties. It would be like a landfill, everyone agrees its a good idea just don't put it in my backyard. Camp operators, guides etc would have a legitimate complaint about lost business....
