A 12inch Mag Dawg worked for me this weekend. That might be a little tough from shore though, a shallow Dawg might work well.

Not sure where you would find them in the spring as I have done most of my shore fishing on the larry in the fall. Over the years I have spent most of my time on rock points with a good eddy behind it late in the evening. My best fall baits were a big o in various colors or a jointed floating rapala...

I had a 20hp Evinrude that I picked up for cheap because of the same problem. Turned out the previous owner changed the fuel line but didn't properly route it and ended up putting a slight kink in it. It had enough fuel to rev up in neutral but once under load it would stall.

I recently changed the bulb on mine and couldn't get it to prime, found a forum that mentioned some of the newer bulbs need the arrow pointing up(towards the sky) to prime. I went out, held it vertical and two pumps later it was primed.

I don't know what the enforcement is like along the Eastern Ontario / NY border but down in Windsor the US coast guard has regular patrols.
