Try Shirley's Bay near the end of Carling Avenue in the evening.
Very wadeable if you stay to the left and you should hit lots of 12 inch smallmouth which are very exciting on a fly rod.
It is a sandy bottom and no current if you stay left from the parking lot.

I was at Blair Road launch yesterday in the afternoon and he was not around.
By the way the launch seems very hard packed but I would still suggest a 4 wheel drive to launch a heavy boat there.

I have had several and love them. I can cast with one hand and not worry about losing the rod.
