low speed is speed for crabbing or trolling it is an inboard outboard and it is unnoticeable with more gas on the throttle

Can anyone help me out? I am going to Deep River, Ontario on June 22,2006 for one week of fishing. I will be staying at Pinecrest Lodge. I have heard that it will be illegal to have minnows in my boat while fishing on the Quebec side of the Ottawa River. I will have a seven day conservation license....
