The road you would need to take to get there is Montee Lafontaine, is also called Rainville. Be warned, its a good 1kkm walk from parking to where the castor and nation meet.

Its frozen and safe but as already pointed out walleye is closed in 18. You can still target pike though.

How are the snow levels/drivability at Shirley's? Last time I was out there it was fairly deep and slushy underneath so I'm wondering if conditions have improved or if its rutted and rough. Is it passable in a smaller car?

I think that it depends on the fish your after. Walleye and musky seem to be heavily influenced by the moon cycles, probably because there vision is good and its in there best interest to feed when the moon is out and bright and they have the sight advantage. However, this factor should be very low...

Ive always found dead bait outside of the hard water season brings in catfish regardless of depth. they just seem to love it. Also using 8"+ dead minnows you can catch long nosed gar but that's more of a night bite.

There are a few launch's. One in Embrun. One in Casselmen right by the dam and a steep one in Limoge. The widest and deepest you will find is in Casselmen where the Nation and Castor meet, your boat would be fine there. I think the deepest Ive seen there was in the 20' range. Mudpuppies are not endangered, in fact their population as a whole is quite healthy. However that doesn't make leaving it on the ice any less of a selfish, ignorant or illegal act.
