When you say propeller junction... do you mean the exhaust?
If so is it a 2stroke? Where you idling or trolling a lot at the end of the day... could just be extra oil build up driping out of the exhaust.
If its actually coming from the lower end... I say get it fixed.

Get more power, at least a 35. I have a Lowe Angler 14', not sure of the weight, but I can tell you with only a 25hp on it, it burns a little too much gas and its diffcult to get to plane with 2 full grown men in it.
