Foam blocks + ratchet straps will work well if your roof is nice and flat. If your roof is convex, seriously consider getting a rack unless you want to continuously be pulling over to tighten the straps and adjust the blocks. Spent a few days fishing and hiking in NB last May. You can catch a pile of tomcod at the mouth of the South Salmon River in the village of Alma (directly adjacent to Fundy NP). You'd be hard pressed to find a lake within an hour of Ottawa that doesn't have perch. All local river have them as well.

Costa Rica or Belize. Both are safe and have some amazing fishing opportunities. Belize is more affordable IMO.
