Conservation has to trump competition, period. I'd be in favour of FMZ 20 (the St. Lawrence River) adopting a period-specific size limit similar to that in place in FMZ (the Ottawa River). tbone, you might have a tough time getting a flipover in the trunk of a small car. I have an Otter one-man flipover and it pretty much takes up all the space that my old CRV can provide with the seats folded down. It might fit into the back of a hatchback, but it would be a really tight squeeze.

The best launch option--if you wish to fish inside the parkway--is the Hoople Island ramp. All of the species you mentioned are in that area. I'd suggest staying inside the parkway, with a good starting point being just outside the Hoople Creek bridge.
