I think this penalty should be the norm for anyone caught keeping OOS fish. I say a week in jail for every fish, up to 1 year. If you're stupid enough to ignore open seasons, and even more ingorant to actually keep these breeding fish, I beleive you deserve to see the backside of a set of iron bars....
